Criminal History: In 1983, Fisher unlawfully entered an unknown female’s residence and forcibly raped her.  Fisher was charged with Rape 1 and was sentenced to twenty years.  Fisher has had a problematic incarceration period due to his mental issues. File material indicates that Fisher had committed approximately 73 major infractions while incarcerated.  Due to Fisher being released on his maximum expiration date, he will not be under any type of supervision by the state, however he will be monitored by local mental health professionals and law enforcement.
