About Kitsap's Surface and Stormwater Management Program
In the face of increasing water resource challenges, Kitsap County Surface
and Stormwater Management Program (SSWM) protects people, property, and the
environment by addressing flooding and water pollution. Owners of
residential, commercial, and industrial properties in unincorporated Kitsap
County pay one of the lowest annual SSWM fees in western Washington. Yet our
comprehensive, multi-agency approach to stormwater management is held up as
a regional model.

Kitsap County Code Title 12.36 defines the purpose
and scope of the Surface and Stormwater Management Program;
Chapter
12.40 defines the rate structure.
Some essential Surface and Stormwater Management Program
funded services include:
Drainage Improvements: Construction, Inspection, and
Maintenance
Continuous improvements to the County’s storm drain system reduce the
frequency and severity of flooding, improve water quality, increase fish
passage, and provide habitat. Regular inspection and maintenance prevents
trapped pollutants and debris from entering our waterways.
Water Quality Protection
Water samples collected throughout the County help identify polluted areas
and track water quality trends. Health officials post warning signs and
conduct investigations when pollution is found in our creeks, lakes, and
shorelines.
Public Education and Involvement
Presentations in our schools and communities raise awareness about how to
reduce water quality impacts from our everyday activities. Technical
assistance helps owners of businesses, small farms, and private property
improve their practices. Stream Stewards help with stream monitoring
and restoration.
Water Resource Planning
Watershed planning helps ensure that abundant, clean water continues to be
available for people, fish, and wildlife. Citizens collaborate to evaluate
challenges, identify solutions, and implement actions that protect and
enhance water resources while providing for needed growth and development.
