East Port Orchard Drainage Study
For regional stormwater planning projects, Surface and Stormwater Management
Program uses in-house staff and consultants to identify capital needs in
specific geographic areas. These areas typically include places where
flooding and/or water quality are known to be problems or areas where zoning
indicates the potential for increased land use densities. After a study of
the area has been completed, specific projects are identified and
prioritized. These projects are then moved into the Capital Construction
element for final design, property acquisition, and construction. |

Project Summary
This geographic region is predominantly single-family residences built
without stormwater detention/retention or water quality devices. The
majority of the region drains to Annapolis and Karcher Creeks through the
City of Port Orchard. The goal of the study was to identify specific capital
improvement projects to lessen flooding and improve water quality. The study
was completed in 2005.
Project Boundaries
The boundaries of the East Port Orchard project area were roughly Mile Hill
Road to the north; Mitchell Avenue to the west; Salmonberry Road to the
south; and Fircrest to the east.
Project Status
The consulting firm of RW Beck was hired in December 2003 to conduct
a study of the area. During the study period Surface and Stormwater
Management Program sent out a questionnaire and held two public meeting
(March 3, 2004 and November 16, 2004) to obtain citizen input and feedback
to assist in the identification of existing stormwater problems. RW Beck
characterized the nature of the stormwater problems in the area and
presented possible solutions to 6 priority problems. The prioritization was
based on frequency of flooding, extent of flooding, impact to public safety,
and property damage. The proposed solutions are shown in the figures below.
