National Pollutant Discharge Elimination System (NPDES) Western Washington
Phase II Municipal Stormwater Permit

Stormwater runoff flowing through Kitsap County’s pipes, ponds, and ditches must now be managed according to the requirements of a new permit issued by the Washington State Department of Ecology in January of 2007. The Western Washington Phase II Municipal Stormwater Permit requires the County to take actions to educate the public and encourage non-polluting behaviors, look for illegal dumping and cross-connections, enforce erosion and sediment control at construction sites, and use best practices for land management and stormwater system maintenance.  The details of these required actions can be found in the complete permit document (below).

Kitsap County must report on these actions each year through an annual report and accompanying stormwater management plan.

Dyes and Sinclair Inlet Bacteria Clean Up Plan

Kitsap County, Kitsap County Health District, Kitsap Conservation District, the City of Bremerton, and the City of Port Orchard are teaming up with the US Navy, the US Environmental Protection Agency, and the State Department of Ecology on project ENVVEST (short for “Environmental Investment”) to address water quality problems in Sinclair and Dyes Inlets.

Only Rain Goes Down the Drain
Free storm drain markers "Only rain goes down the drain" are available for Silverdale and Chico businesses to remind people about pollution concerns. As part of the Dyes Inlet Restoration Project, managed by the Kitsap SSWM Program, the scuff-resistant urethane dome markers are applied to asphalt using a special glue. To order markers, contact
