Small Quantity Generator Collection Program

What is an SQG?
WAC 173-303-979(8) defines Small Quantity Generators (SQG). In general terms, an SQG is a business that produces hazardous waste in small quantities. A business may qualify as an SQG if it generates less than 220 pounds of hazardous waste per month (approximately 25 gallons of liquid waste) or annually accumulate less than 2,200 pounds of hazardous waste on site.  This includes non-profit businesses such as churches, clubs, and volunteer organizations.

Why do we need to have an SQG Collection Program?
Even if a business produces a very small amount of waste, Federal and State laws require businesses to manage their hazardous waste in a responsible manner. Businesses have three major responsibilities:

  • To determine whether or not the waste generated is designated hazardous waste
  • To designate, store, package, and ship all hazardous waste in compliance with Federal and State laws
  • To be certain that waste is disposed of at a site authorized by the Federal or State government

We work with the Kitsap County Health District to offer businesses a cooperative and convenient program to properly manage their hazardous waste. The Health District offers businesses technical assistance to manage and/or reduce the toxicity of their waste. Some businesses have been able to switch to safer alternatives in an effort to reduce their disposal fees and protect the health of their employees, the community and the environment. We offer businesses an affordable disposal program for proper waste management. Many businesses cannot completely eliminate the use of hazardous materials. The SQG collection is important to help them stay in regulatory compliance.

How does the SQG collection program work?
We provide a worksheet to be filled out by the business and assistance to pre-qualify them for collection. We schedule an appointment for each pre-qualified customer on the designated SQG collection day.

When customers arrive at the HHW Collection Facility, the waste is unloaded, weighed, and documented on the SQG check-in receipt and certification statement. The customer receives a copy of the statement for their records. Business customers pay for the disposal cost of their waste. The waste is then processed and packaged for disposal.

Where is the SQG collection held?
SQG collections are held monthly at the Household Hazardous Waste  Collection Facility (formerly MRW-Moderate Risk Waste) located in the Olympic View Industrial Park across from the Bremerton National Airport on Highway 3 at 5551 SW Imperial Way, Port Orchard. What is the EnviroStar Program?
EnviroStars is a non-regulatory assistance and incentive program for SQG businesses. The EnviroStars program began in King County in 1995 and later expanded to include Kitsap, Pierce, Jefferson, and Whatcom counties. EnviroStars offers businesses technical assistance to:

  • Reduce and/or replace hazardous products routinely used
  • Ensure proper storage and handling of hazardous materials
  • Ensure proper disposal or recycling of hazardous materials

EnviroStar businesses in Kitsap County work together with the Health District and the Solid Waste Division to create a safer environment for their employees, customers, and community.

In the EnviroStar program, qualifying businesses are awarded stars depending on their individual business goals and results in reducing the amount of hazardous waste they generate. EnviroStar businesses receive camera-ready logos, window posters, and public recognition in various media. This enables the public to choose environmentally responsible businesses when looking for services.
