Used Motor Oil Collection Program
What Do I Do With It?
Washington State requires all counties to set plans to collect used motor
oil [RCW 70.95I.030]. As restated in Ecology’s Used Oil Recycling Amendment Guidelines (mandated
in RCW 70.95I.020), the goal is for 80% of the generated used motor oil to be
recycled by 1996. To work toward that goal, the Solid Waste Division amended the
Kitsap County Final Moderate Risk Waste Management Plan in 1993 to include a
Used Oil Recycling Element. The Moderate Risk Waste Management Plan was
incorporated into the Kitsap County Comprehensive Solid
Waste Management Plan in 1995.
Kitsap County residents currently recycle about 30% of the Ecology estimated
used oil generated by do-it-yourself oil changers. The State Legislature,
Ecology, and the Kitsap County Solid Waste Advisory Committee target used motor
oil as a significant contributor to environmental degradation.
How does the program work?
The Solid Waste Division coordinates a used motor oil collection program at all
drop-box facilities located throughout the county, the Poulsbo Recycling Center,
and the Olympic View Transfer Station. Participants are asked to complete an oil
collection registration form every time they bring used motor oil to the
self-serve program. The forms are used to track the number of customers visiting
each site. The drop-box facility operators are required to keep a daily log
recording safety inspections and the level of oil in the tank. The
Kitsap County Household Hazardous Waste Collection
Facility (formerly Moderate Risk Waste Collection
Facility) is the only facility accepting both clean and contaminated used
motor oil.
The Solid Waste Division provides training, operations plans, spill kits, and
cleanup supplies to collection sites. The HHW facility staff distributes
supplies to the outlying oil collection sites. The Solid Waste Division
contracts with a service provider to pump the tanks and to transport the
collected oil to beneficial reuse facilities.

recycle my used motor oil? RESIDENTIAL - All drop
off locations have a 10-gallon limit.
The HHW Collection Facility does not have a limit, however, if the motor oil
is in anything larger than a 10-gallon container, call ahead to arrange a
drop-off time. Oil filters are not collected at the drop-boxes, only at the
HHW
Collection Facility. There is no charge for residential customers at the
drop off locations or at the HHW Collection Facility. Call private companies to
verify current charges and the availability of storage space. The only
facility to accept contaminated motor oil is the HHW Collection Facility.
BUSINESSES – Contact the HHW Collection Facility to schedule an
appointment during the SQG Collection. Additionally, disposal companies
listed below will collect large quantities of used oil for a charge:
