SHIBA (State Health Insurance Benefit Advisors)
SHIBA volunteers are trained to educate, assist and
advocate for consumers about their rights and options regarding health insurance
and access, so consumers can make informed decisions. Experts from the Office of
the Insurance Commissioner train volunteers and provide ongoing guidance and
support. Volunteers provide free, confidential attention to those in need.
Clients are served through seminars, local "clinics", one-on-one
counseling over the phone or in person. In addition to one-on-one advising,
volunteers can serve as public speakers, appeals advocates or administrative
assistants. Radical changes in health care are increasing consumers' need for
