Sewer Utility Rates and Fees

Public Works Waste Water Management Division operates and maintains treatment plants in Central Kitsap, Suquamish, Kingston and Manchester. User fees for wastewater treatment and administration are listed below and are in effect January 1, 2011.

Definitions:

Single Family Residence - A structure designed to house one family, including mobile homes, townhouses, and condominiums.

Multi-family Residence - Any structure designed for more than one family, including duplexes, apartments, and any other type of multiple family housing structures generally occupied on a rental or lease basis.

Commercial/Industrial Service - Structures designed for business or other commercial ventures.

Restaurant - Any structure whose primary purpose is food preparation and sales.

Billing Information:

Bills are sent bi-monthly (one every other month). Single family residences will receive a bill for $108.60 every two months.

Senior citizens receive discounted rates if qualified for property tax exemption in Kitsap County. If you are qualified, contact us to review your current billing rate.

Navy Yard City (formerly Sewer District 1) current rates are $47.50 for two months plus $3.98 per 100 cubic feet of water usage. The monthly charge of $47.50 is defined as $3 for street lights, $2.50 billing fee, and $42 for capital improvements.

Rates are computed based on a flat rate for all non-commercial or industrial customers, rather than water usage, to help keep costs down. Water service is provided by several different purveyors or through single family wells or non-metered systems. The cost to obtain flow information for these customers is high, and would have to be passed to all ratepayers resulting in higher sewer bills.

Rates for commercial and industrial customers, as well as all restaurants, are computed on actual water use. Water consumption data is provided by the water system servicing these customers.
