Zoning Use Table Update

Kitsap County needs your help to streamline the requirements for what can be built in your neighborhood and the process to obtain approval to build.

Do you want to see a coffee shop or grocery store in your neighborhood?

What about a factory or tavern next door to your home?
Some things are compatible, some are not.

We want to understand where you feel housing, businesses, and services should be built across the county. 

Your feedback will help the Department of Community Development draft proposed changes for further review later this year.

​The goals for this project include:

  • Modernize and streamline the requirements for what can be built in in your neighborhood and across Kitsap County.

  • Reduce the level of permit review, where appropriate.

  • Remove barriers to investment.

  • Reduce surprises during the permit review process and clarify development standards.

  • Ensure consistency and predictability across sections of the Kitsap County Code.

This project will NOT include updates to site design and development standards. For example, setbacks, density allowances, building height, and parking standards

The process and timeline for this project:


​A survey will be
distributed to guide the development of an initial draft proposal.

Project kick-off presentations will occur with interested parties.

The Department will develop an initial draft proposal based on the results of the county-wide survey results.

​The Department will facilitate three (3) work study sessions with the County's Hearing Examiner and Planning Commission to refine the initial draft proposal.

The Department will host community workshops to further refine the initial draft developed by the Department & Planning Commission.

​The Department will prepare a staff report, recommendation, and conduct the State Environmental Policy Act (SEPA) review based on the final draft proposal developed by the Department, Planning Commission, and community.

​The Planning Commission will host an open house and hold a public hearing to accept public comment and make a recommendation to the Department.

The Board will host an open house and hold a public hearing to accept public comment and make the final decision to adopt, deny, or defer the final draft proposal.
