Funding Sources for the Housing and Homelessness Program
Substitute House Bill 2060 became law in Washington State in 2002.
Substitute House Bill 2163 became law in 2005.
These bills created a document recording fee on certain documents that are recorded at the Auditor's Office. These recording fees are to be utilized for low-income housing and homeless housing and services. Partial funding is retained locally and distributed through the Homeless Housing Grant Program and the Affordable Housing Grant Program. The remainder of the funding is contracted between the Department of Commerce and Kitsap County Human Services through the Consolidated Homeless Grant program.
