Olympic Workforce Development Contracts

Contracts and Funding


The Olympic Consortium received $2,232,620 in federal Workforce Innovation and Opportunity Act (WIOA) funds for the period of April 1, 2022 – June 30, 2024 with 0% financed from non-governmental sources.
 
    • $223,262 is provided for administrative costs to manage the Adult, Dislocated Workers, and Youth programs.
    • $691,315 is provided for the Youth program to serve 136 eligible Youth participants in Clallam, Jefferson, and Kitsap Counties.
    • $687,167 is provided for the adult program to serve 186 eligible Adult participants in Clallam, Jefferson and Kitsap Counties.
    • $630,876 is provided for the Dislocated Workers program to serve 132 eligible Dislocated Worker participants in Clallam, Jefferson, and Kitsap Counties.

The Olympic Consortium received $1,946,360 in federal Workforce Innovation and Opportunity Act (WIOA) funds for the period of April 1, 2023 – June 30, 2025, with 0% financed from non-governmental sources.

    • $194,635 is provided for administrative costs to manage the Adult, Dislocated Workers, and Youth programs.
    • $588,874 is provided for the Youth program to serve 109 eligible Youth participants in Clallam, Jefferson, and Kitsap Counties.
    • $585,972 is provided for the adult program to serve 185 eligible Adult participants in Clallam, Jefferson and Kitsap Counties.
    • $576,879 is provided for the Dislocated Workers program to serve 82 eligible Dislocated Worker participants in Clallam, Jefferson, and Kitsap Counties.

In compliance with Department of Labor and Employment Security Department, the Olympic Consortium provides funding to subgrantees to manage employment and training programs across these programs in Clallam, Jefferson, and Kitsap Counties.

WIOA Youth Program

Olympic Educational Service District 114 serves ages 16-24 Clallam, Jefferson, and Kitsap Counties

    • $373,879 under Kitsap County Contract 224-23, Contract Term 07/01/23 - 06/30/2024


WIOA Adult Program

Employment Security Department (ESD) serves Clallam, Jefferson, and Kitsap Counties

    • $236,342 under Kitsap County Contract 223-23, Contract Term 07/01/23 – 06/30/2024

Kitsap Community Resources (KCR) serves Kitsap County

    • $66,750 under Kitsap County Contract 242-23, Contract Term 07/01/23 - 6/30/2024

WIOA Dislocated Worker Program

Kitsap Community Resources (KCR) serves Kitsap County

Federal WIOA Discretionary Grant, Economic Security for All (EcSA)

To aid low-income eligible individuals in Clallam, Jefferson, and Kitsap Counties move out of poverty. The Economic Security for All (EcSA) grant is supported by the U.S. Department of Labor as part of an award totaling $385,083 with 0% financed from non-governmental sources.

Olympic Educational Service District 114

    • $372,000 under Kitsap County Contract 368-21, Contract Term Date of Execution -  03/31/2024

State Funded Discretionary Grant, Economic Security for All

To aid low-income individuals in Clallam, Jefferson, and Kitsap Counties move out of poverty. The State Economic Security for All (EcSA) grant is supported by State Governors General Fund as part of an award totaling $587,124 with 0% financed from non-governmental sources.

·         $319,503 to serve 73 individuals below 200% Federal Poverty Level

·         $159,288 to serve 22 individuals above 200% Federal Poverty Level

·         $108,333 for Business Navigator

    • $533,830 under Kitsap County Contract 337-23, Contract Term 07/01/23 - 06/30/2024


Quality Jobs, Equity, Strategy, and Training (QUEST) Disaster Recovery National Dislocated Worker Grant

To enhance the public workforce system's ongoing efforts to empower America's unemployed and underemployed workers through worker and business engagement. The QUEST grant is supported by  the U.S. Department of Labor as part of an award totaling $735,952 with 0% financed from non-governmental sources.

    • $662,357 under Kitsap County Contract 014-23, Contract Term 01/01/2023 - 09/30/2024

One-Stop Operator

Supports the local workforce system by coordinating with partners to achieve its service delivery vision and performance goals.

Career Path Services

    • $120,000 under Kitsap County Contract 444-22, Contract Term 10/01/22 – 09/30/2023
