2023 Consolidated Annual Performance and Evaluation Report (CAPER)

The Kitsap County Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) program has completed the 2023 Annual Performance and Evaluation Report (CAPER) to account for progress made in meeting goals and priorities identified in its current Consolidated Plan. The report is open for written public comment March 13, 2024 through March 28, 2024. For additional information and to view the CAPER click here


 Program Overview

The Block Grant Program is funded through the Federal Department of Housing & Urban Development (HUD). Kitsap County receives an annual allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds. The amounts are determined by a formula and the federal budget.

The purpose of the program is to provide the community with a source of funds to address a wide range of housing and community needs. The funds are used to support agencies, non-profits, and governments in addressing the needs of low-income and special needs households in the community. CDGB funds are primarily used to fund capital and economic development projects, with a smaller portion used to fund public services. HOME funds are used to fund housing projects. 

The goal is to assist in the development of decent housing, create suitable living environments and expand economic opportunities for low income individuals and families.  Funding is guided by the Consolidated Plan and annual Action Plans 

Grant funds are awarded annually through a Coordinated Grant Application. For more information on the grant application cycle click on the Application Cycle button on this page. Funding decisions are made through a public process that includes review and recommendation of a Grant Recommendation Committee and approval by the Board of County Commissioners.

HOME-ARP Funds

The Kitsap County – City of Bremerton HOME Consortium received a direct allocation of $2,653,349 of federal American Rescue Plan (ARP) funds through the Federal Department of Housing & Urban Development’s HOME program. These funds must be used to benefit individuals and families who are homeless, at risk of homelessness, fleeing domestic violence and others who are greatest risk of housing instability due to low-incomes and high housing cost burden.

Funds have been prioritized for creation of new units of rental housing and housing counseling services to assist households with Housing Choice Vouchers. Click here to view the HOME-ARP Allocation Plan.

Kitsap County issued an RFP for these funds during the Coordinated Grant Application process in 2023. Projects funded include:

  • • $579,923 for 9 new units of rental housing in the City of Bremerton
  • • $1,537,781 for 18 units of new rental housing on Bainbridge Island; and
  • • $402,977 for a housing navigation services through Bremerton Housing Authority to assist households with Housing Choice Vouchers throughout Kitsap County.

CARES Act CDBG-CV Funds

Kitsap County received CDBG-CV funds through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) in 2020. To stabilize housing for low-income households experiencing hardship due to COVID-19 a portion of funds were allocated to Kitsap Community Resources and Housing Kitsap to assist households with emergency short term rental assistance and mortgage assistance. Funds are also being used for the renovation of an existing building called the Pacific Building, located at 4459 Mile Hill Dr., Port Orchard, to create a new shelter with 75 beds for homeless individuals.
