Basic Building Plans

A "basic" building plan  is a single family house design that has been pre-approved by the Department of Community Development for construction, allowing a builder to construct Single Family Residences, Duplexes, or detached garages of the same design (with options) on multiple parcels and receive a condensed review process.

The Kitsap County Basic process is done in two steps, Establishing your Basic Plans and then Using an Approved Basic Plan. See the details below.

Establishing a Basic Plan

Step 1:  Begin with the Establishing a Basic Questionnaire to begin the preparation of your online application.

    • Online permit forms are fillable PDFs, so questions are answered directly on the web-based form

    • This form will have guiding questions, as a result, your answers may determine further possible requirements for your project

    • Once you are done with your Online Permit Form click 

    •  Or  you can click  to receive an email with a link to resume later

    • Be sure to include all plan options at time of submittal, because this permit type does not allow for revisions or changes. Example: Elevation options = Elevation A and Elevation B, Room Layout, Skylights, House Reversals (mirror-image)

Step 2:  Prepare and gather all required submittal items electronically,  and save on your computer or thumb drive. Please name files simply and accurately, indicating what the file is in the file name. Example: Site Plan, Construction Plans, Floor Plans, etc.

Step 3:  Apply for your permit in the Online Permit Center

  • *Please note that when you are establishing your basic plan you are not attaching it to a parcel, however you will be prompted in the Online Permit Center to enter an address or parcel number, use Parcel #9001-000-001-0009 in order to apply
  • After you click the "Submit" button your permit number will be generated and found at the top left of the permit page.  You will need to scroll down to the Submittals Section to upload all of your required sumittal items

Using an Approved Basic Plan

Step 1:  You will follow the same process you used for Establishing your basic plan, but instead, begin with the Using an Approved Basic Questionnaire to begin the preparation of your online application.

  • Construction Plans, Engineered Plans, Engineered Calculations, and Energy Code Worksheet (unless modified) do not need to be provided by applicant, DCD will attach these items to your permit from the approved basic permit.

Step 2:  Prepare and gather all required submittal items electronically,  and save on your computer or thumb drive. Please name files simply and accurately, indicating what the file is in the file name. Example: Site Plan, Construction Plans, Floor Plans, etc.

Step 3:  Apply for Using an Approved Basic Plan at the Online Permit Center
