Basic Building Plans

A "basic" building plan is a single-family house design that has been pre-approved by the Department of Community Development for construction, allowing a builder to construct Single Family Residences, Duplexes, or detached garages of the same design (with options) on multiple parcels and receive a condensed review process.

The Kitsap County Basic process is done in two steps, Establishing your Basic Plans and then Using an Approved Basic Plan. See the details below.

Establishing a Basic Plan

Step 1:  Begin with creating an account or logging in to the Permit Application Portal.

  • Follow the steps to establish a basic plan in the Permit Application Portal.

Step 2:  Prepare and gather all required submittal items electronically, and save on your computer or thumb drive. Please name files simply and accurately, indicating what the file is in the file name. Example: Site Plan, Construction Plans, Floor Plans, etc.

  • All documents need to be saved as PDFs – see Plan and Document Standards for other requirements
  • Be sure to include all plan options at time of submittal, because this permit type does not allow for revisions or changes. Example: Elevation options = Elevation A and Elevation B, Room Layout, Skylights, House Reversals (mirror-image)

Step 3:  Pay for your plan in the Online Permit Center

  • Once your application is ready for review you will receive an email with further instructions on making a payment for your basic plan.

Using an Approved Basic Plan

Step 1:  You will follow the same process you used for "Establishing your basic plan", but instead, you will proceed to the permit selection for "Using your basic plan".

  • Construction Plans, Engineered Plans, Engineered Calculations, and Energy Code Worksheet (unless modified) do not need to be provided by applicant, DCD will attach these items to your permit from the approved basic permit.

Step 2:  Prepare and gather all required submittal items electronically,  and save on your computer or thumb drive. Please name files simply and accurately, indicating what the file is in the file name. Example: Site Plan, Construction Plans, Floor Plans, etc.

Step 3:  Pay for Using an Approved Basic Plan at the Online Permit Center
