A Right of Way is the strip of land over which facilities such as highways, railroads, power lines, or utilities are built and maintained.
Any construction, alterations, repairs, or relocations of utilities or roadway features located in the right of way is permitted through Kitsap County Public Works.

Current permit processing time is 7-10 business days. Once permit status reads "Ready to Issue – Online", you can pay associated fees and issue the permit through the Online Permit Center. For questions, contact the Right of Way Permitting office at 360-337-5777.
Public Works is located at 507 Austin Street (across from the courthouse).Hours of operation: 8:00 am and 4:30 pm, Monday through Friday .
For a permit requiring a road closure of less than 12 hours, the following "Request to Temporarily Close a County-Maintained Road" form is required. Submit completed form to ROWpermits@co.kitsap.wa.us. Upon receipt, your permit review can be completed.
Request to Temporarily Close a County-Maintained Road
An amended ordinance to the Kitsap County Code requires a right of way permit to create public trails and enhancements. It was adopted to assist non-profit community groups to develop soft-surface, low impact bike/pedestrian/equestrian access for trail purposes within unopened county right of way.
